非正規教育のなかには、公的基準を満たしたうえで補助金を受給しているものもあれば、行政の関与を一切拒否するものもある。
準定型的な形態をとることが多い社会教育も、正規の学校教育を補足・代位・拡張する機能をもつ行政主導の事業もあれば、任意団体や個人が自由に組織するものもあり、公権力との関係のありようは様々である。
